How Dismembered works
Dismembered permanently reduces movement speed to a specified factor, x0.85 by default, rather than applying the reduction for a limited window like Slow does. As with the other Crowd-Control effects, this default factor is subject to change and can be set individually by whichever unit applies it.
Because the reduction is permanent rather than timed, Dismembered functions more like a lasting debuff on an enemy than a reactive tool, making its value less dependent on timing an application correctly.
