The combat tag is the invader's own leash turned against them: tagged players lose the protections and disengage options an untagged state affords, meaning the invader who expected to dictate the encounter's terms arrives already committed to the fight. Combined with a mission team ready to turn and hunt, the charm converts "we are being invaded" into "a target just spawned in."
It is the defensive mirror of Relentless Hunter, which tags mission-goers from the invader's side - the two charms describe the same arms race from opposite ends. For dedicated mission runners on PvP-active servers, it is cheap insurance from the lowest Notch tier; for players who never run missions, it has no trigger. It weighs 1 wt. and lists no level requirement in the documented tooltip; its zone and drop or vendor source are not documented in current community documentation.
