Tier 3Curtain Call offers sustain with a resource riddle attached. As long as your reiatsu sits at 100%, your basic attacks gain percent lifesteal - steady healing woven into your normal offense. The catch rewrites your resource game: you no longer passively regenerate reiatsu at all.
The two clauses pull against each other by design. Spend reiatsu on abilities and you fall below the 100% threshold, losing the lifesteal until you claw the resource back through non-passive means; hold your reiatsu untouched and you fight as a basic-attack purist with permanent lifesteal. This pushes the charm toward melee-forward builds that lean on basic attacks rather than ability rotations, and toward players who have other reiatsu recovery tools - parry-based regeneration effects, for example - to compensate for the missing passive tick.
Documented with the flavor line "The final curtain drops.", the charm requires Level 15, weighs 1 wt., and is found in the Arctic Plains according to community documentation. No boss or vendor source is documented. Notably, a weaker version of Curtain Call is referenced as a stack bonus inside the Raid Boss charm, marking it as one of the setting's recognizable signature effects.

How does Curtain Call's lifesteal work?
Your basic attacks heal you for a percentage of damage dealt, but only while your reiatsu is at exactly 100%. Spending reiatsu turns the lifesteal off until you restore it.
Does Curtain Call stop all reiatsu recovery?
It removes passive regeneration specifically. Recovery from other documented sources, such as parry-based effects, is unaffected by the wording in current documentation.
