The Rogue Commander is the Arctic Plains' group encounter: he never fights alone, arriving with a pack of Minions that turn the fight into a multi-enemy brawl. The Arctic Plains is a level 40+ region and the Commander matches it - do not expect to contribute meaningfully before then.
He can appear at three documented spawn points between Dweller's Cave and the Gate, and the game announces in chat when a Rogue Commander is up, so keep an eye on notifications while you work the region. Community farming advice: hopping into a fresh Arctic Plains server and waiting roughly 5-10 minutes is often the fastest way to catch a spawn.
