The Gate
The Gate is exactly what its name promises. The community documentation is blunt about it: no real use, just useful to enter the Arctic Plains and to go back to Soul Society Outskirts. It is the border crossing between the game's early questing region and its frozen endgame zone.
Modest as that sounds, the Gate sits on several progression routes. The Scorpion documentation notes the Arctic variant of the hollow is accessible through the Gate, and everything the Arctic Plains hosts - the Northern Army and Quincy Commander world bosses on odd hours at :20 EST, Securis's Colosseum for the Quincy Schrift questline, Dweller's Cave and the level 60 Muay Thai trainer - is reached by walking through it. On the arctic side, Frigus of the Northern Army stands beside a gate to the Precipice, knitting the frozen region back into the mid-game hub network.
No level requirement, guardian or toll is documented for passing through. If a player asks how to get to the Arctic Plains, this is the answer; if they ask what else the Gate does, the community's own answer is: nothing.

FAQ
What is the Gate for?
Per the community documentation, it has no real use beyond travel: it lets you enter the Arctic Plains and return to Soul Society Outskirts.
Is there a level requirement to pass the Gate?
None is documented - though the Arctic Plains content on the far side (level 60 trainer, endgame bosses) is tuned well above early-game levels.
