Neither number is large, but the combination gives fledgling kido builds something in the body slot before the stronger options - the Wide Frosted Cape's +2.25% or the Gunslinger's Tunic's fuller package - come within reach.

Community documentation for this piece is thin: the stat line is recorded, but no acquisition source is documented - no chest pool, boss, vendor or recipe is named. Its apparent set partner, the misc-slot White Flight Bottoms (+1.5 Max Posture, +1.5 Max Health, +0.25% Kido Defense), drops from various chests, so the jacket plausibly shares a similar chest source, but that is inference rather than documentation. Level requirement and weight are likewise unrecorded.

Worn with the Bottoms, the White Flight set covers two slots with small, broad bonuses - a serviceable early outfit with no documented set bonus.
