The flame half rewards high aura: while you are above 1.25x AP, your melee attacks are imbued in flame and deal extra damage. The thunder half mirrors it for casters: above 1.2x AP, your kido attacks are imbued with thunder and deal more stun. Both halves also carry a desperation clause - when you are below 25% of your maximum HP, high-damaging melee attacks gain a chance to inflict scorch, and high-damaging kido attacks gain a chance to inflict electroshock, each on a 10-second cooldown.
Because it scales both melee and kido, the charm suits hybrid builds that keep AP high through aggressive play, and it stays relevant when a fight goes badly thanks to the low-health procs.
