Tier 3Shonen Syndrome commits fully to the anime bit: you yell out the move you are about to use, and the charm upgrades that move by 2 levels. The upgrade does not work past level 6, and there is a 20-second cooldown between upgrades. The flavor line - "Hmph. I'm an avenger." - completes the archetype.
Mechanically this is free skill levels on a rotation timer. Every 20 seconds, one of your abilities fires as if it were 2 levels stronger, which is most valuable for builds whose core moves sit well below the level-6 cap - lower-level characters or fresh skill trees get the largest relative jump, while a kit already at maximum move levels gains nothing. Calling your attack does telegraph it by name, a thematic tell baked into the design.
Two logistics notes from documentation: the charm weighs 0 wt., but it is flagged as "not easily removable", so equip it deliberately. It requires Level 15 and is found in Hueco Mundo; no boss or vendor source is documented in current community documentation.
