It drops from chests in The Marsh, so farming means running that region's chest spawns. As with most chest equipment, community documentation records no drop rate, level requirement or weight.

Its hakuda bonus matches the Rare Snowhide Hunter's Tunic's +2% and sits just under the level-80 Gravewood Warset's +2.5%, which makes the covering a legitimate budget alternative for pure hakuda damage - what it gives up is the defensive stats those craftables carry, offering mobility fuel instead.
