Being a vendor purchase, it is entirely deterministic: farm 10 Medals in the Human World and buy it. That reliability makes it a common early defensive core while rarer offensive pieces are still luck-gated. The trade-off is the total absence of health, posture or damage stats - the vest reduces incoming damage percentages but adds no raw durability pool.
