The Northern Library
The Northern Library is the interior quest space behind the giant doors of the Everwhite Enclave. Its community card documents two NPCs by role: one quest NPC whose quest name the documenters admit they do not know - only that you need to look for books inside the library - and the Violent Winds quest NPC.
The Upgrade Shrine documentation adds the library's most consequential resident: Rose, found in the rightmost room in the back of the library. After learning about Lady Hikari from Pratz in the Enclave, speaking to Rose starts the Upgrade Shrine quest, which tasks you with collecting a Frostvein Crystal from Lord Nivis - with the source's capitalized warning that you must have the quest active for the crystal to drop.
Together that makes three documented questlines inside one building: an untitled book hunt, Violent Winds, and the shrine chain that ends in a free two-level skill upgrade. Shops, level requirements and the library's lore beyond the Lady Hikari thread are not documented.
